2.  Tender Forms along with the list of items can be downloaded from school web site www.ssrw.org from  21 Mar  2020 onwards till 1200 hrs 30 Mar 2020 and a DD for the tender fee amount as applicable is to be attached along with the tender form.


3. Tender process will be in Single Bid System. Tender Form, Tender Fee, EMD/Bid Security and all connected documents to be submitted in one sealed envelope latest by 1300 hrs on 30 Mar 2020 in the tender box kept in Sainik School Rewari. The name of Supplies/Services/AMC for which the tender form is being submitted must be prominently endorsed on top of the sealed covers. In the absence of endorsement on the envelope for which supplies/services/AMC the tender is being applied, the tender envelope will not be opened and it will be treated as cancelled.


4       All tenders will be opened on 30 Mar 2020 at 1530 hrs at conference hall of this school.


5.    The payment of EMD/Bid Security and Tender Fee should be sent only through bank draft drawn in favour of Principal, Sainik School Rewari (Haryana) payable at PNB Mini Secretariat, Rewari (Code No 4681).


6.      Tender Form duly completed  with list attached in all respect CAN BE SENT BY REGISTERED POST OR BE DROPPED IN THE TENDER BOX PLACED AT THIS SCHOOL, DULY MARKED “TENDER FOR-………………” ON THE TOP OF THE ENVELOPE. Photocopy of PAN Card of Firm/Proprietor, Registration Certificate of Firm/Company, GST Number to be attached with Tender Form. Duly completed Tender Form sent by Courier would not be accepted.


7. THE SCHOOL WILL NOT BE RESPONSIBLE FOR POSTAL DELAY. THE TENDERS RECEIVED AFTER THE GIVEN DATE AND TIME WILL NOT BE ENTERTAINED UNDER ANY CIRCUMSTANCES. All Tenderers are allowed to be present, if interested.


8.         Bid Evaluation.    As per GFR 2017 Rule 173 para (xi) Criteria for determining responsiveness are to be taken into account for evaluating the bids such as:-

(a)        Time of delivery.

(b)        Performance/ efficiency/ environmental characteristics.

(c)        The terms of payment and of guarantees in respect of the subject matter of procurement

(d)        Price.

(e)        Cost of operating, maintaining and repairing etc.


9.         Bid security will be refunded to all Vendors after the finalization of tenders and performance security amounting to 10% total cost of tender will be deposited by the successful bidder as per Para (i) Rule-171 of General Finance Rules 2017.  Time period of performance security will also be as per ibid Rule Para (ii), i.e. performance security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations of the supplier incl warranty obligations.  As per Para (iii) of ibid Rule, Bid security of the successful bidder will be refunded on receipt of Performance Security.


10.       Local/Outstation CHEQUE/expired date DD or cash will not be accepted for earnest money deposit (EMD).


11. All disputes are subjects to Rewari  jurisdiction only.


12. THE PRINCIPAL RESERVES THE RIGHT TO REJECT OR ACCEPT ANY OR ALL OF THE TENDERS OR ACCEPT THEM IN PARTS OR FOR TERM LESS THAN ONE YEAR OR REJECT THE LOWEST TENDER WITHOUT ASSIGNING ANY REASON WHATSOEVER. THE TENDER OF PERSON(S)/FIRM(S), WHO HAVE BEEN BLACKLISTED BY THE GOVERNMENT OR BY THE SCHOOL IN THE PAST OR HAVE/HAD DUBIOUS DEALINGS WITH THE GOVERNMENT OR THE SCHOOL, SHALL NOT BE ENTERTAINED.
